Should CEOs be held accountable for taking their big profits with them while “little people” gain nothing?

No. If the board has agreed to the terms and conditions under which the CEO was hired then the CEO has all the right to make their big earnings or profit. Blame the boards not the CEO.
The problem is its impossible to really seperate CEO performance from company performance. In other words a great CEO can run a company having lots of problems. They may improve the company but often there is only so much they can do. Likewise a lousy ceo could run a company making tons of money if its the right company at the right time, but maybe they are making money implementing policies that will cost way more in the future (like banks 4 years ago - making tons then but paying for it now). So, its impossible to do this fairly, I think ceo pay and benefits are ridiculous but don’t think this is a good idea.
